By inviting the President of Syria to it's national holiday, which is a celebration of human rights, France is inviting a man who is continually flouting those rights.
According to CRIF, Damascus is supporting and covering terrorist organisations, practising political assassinations in Lebanon and elsewhere, and boasts of its alliance with Iran, which is seeking nuclear weapons in order to destroy Israel and destabilise its neighbours.
