In March 2008, French President Nicolas Sarkozy put her in charge of setting up of the first Franco-Palestinian industrial park in Bethlehem, with the participation of both public and private enterprises, in cooperation with the Israeli government. The aim of this initiative is to give the Palestinian people an autonomous future, as a factor of peace and stability in the region and counter violence. Under this major project, Valerie Hoffenberg has met with several Palestinian ministers, including Prime Minister Salam Fayyad, the Minister for the Economy Bassem Khoury, the Minister for Education Lamis Al-Alami, and several prominent Palestinian businessmen.
She has received the support of the President of the State of Israel Shimon Peres and Israeli government ministers for setting up this project in Bethlehem. Valerie Hoffenberg added that Prime Minister Benjamin Netanyahou has promised to help the Palestinians develop their economy.
